The London Plan

Since 3rd July 2000, the Mayor has had the responsibility for strategic Planning in London and needs to produce a Spatial Development Strategy (SDS) for the capital, a new form of regional planning instrument with Statutory force within the planning system. Following a public Consultation of the draft SDS (known as the Draft London Plan) in June 2002 and an 'Examination in Public' (EiP) between March and April 2003 the London Plan was published by the Mayor in its final form on 10 February 2004.

The London Plan formally replaces RPG3 entitled Strategic Planning Guidance for London Planning Authorities which has been superseded, together with RPG3 A and RPG3 B. Paragraph 6.97 of the Plan sets out an indicative programme for the first review or alteration of the Plan, as follows:

- completion of draft Sub-Regional Development Frameworks by end 2004
- completion of the new Housing Capacity Study by end 2004
- consultation on alteration to waste planning policies during 2004, publication by mid 2005
- consultation on first review early 2005
- draft plan by late 2005
- EiP in mid 2006
- publication in early 2007.

Regional Strategies for London

The Mayor is required by law to produce other strategies for London. Each must be consistent with the others and the London Plan acts as the integrating framework for all. Each must take on board national policies and international obligations. These strategies are:

Culture Consultation draft May 2003

The Mayor has also produced a strategy on energy, with publication expected in 2004. In addition, a Children and Young People's Strategy has been produced (January 2004). All strategies for London can be accessed at
